Paper bags should be the cost of doing business

Regarding “Council votes down bag ban,” Sept. 12, The Signal article contains the statement “Some council members spoke in favor of banning plastic bags but bristled at the implication that customers would be required to pay five or 10 cents a bag for the paper counterparts.”

My question is, where is it written that a business is required to charge for a paper bag?

Currently, many of the stores that I shop at ask at the point of check-out, “Paper or plastic?” referring to my choice of carry-out bags.

If I elect paper, I’m not charged a fee.

However, at stores located outside the city of Santa Clarita but in unincorporated areas of Los Angeles County where plastic bags are banned, the stores do charge a fee for the privilege of using a paper bag to carry my purchases.

That’s the sole reason I no longer shop at Wal-Mart or Ralphs market in Stevenson Ranch. Giving a customer a paper bag is a convenience for the customer and a cost of doing business for the store. 

Similarly, providing shopping carts for customers to make their shopping experience easier is a cost of doing business.

I’m certain the cost of the carts and the employee labor to collect them from the parking lot is passed on to the customer in the price of the goods being offered for sale.

The same should be done with paper bags.
