Council to consider land deal, trash rates

Purchase of Special Devices property would add to city's 'green belt'

The City Council is poised Tuesday to sign off on a $2.5 million check for 140 acres of polluted land in Placerita Canyon. The land would be set aside as part of the open space "green belt" encircling the Santa Clarita Valley. The council also is set to consider an increase in trash pick-up rates.

On Tuesday's council meeting agenda is a request to approve the purchase of the property formerly home to Special Devices Inc., located east of the Placerita Canyon Nature Center.

The purchase is expected to top out at $2,511,300, according to the agenda report.

The city started negotiating with Placerita Land and Farming Co. in September 2007. The land would join about 3,400 acres of open space already under the city's control.

Moorpark-based Special Devices Inc. filed for bankruptcy protection last December.

Fewer than 10 acres of the Placerita Canyon location contain low levels of chemical contamination, the result of manufacturing aerospace applications and ignition devices for use in automobile air bags, according to a report by the state Department of Toxic Substances Control.

Operations at the site ran from the late 1950s until 1999. All buildings were eventually removed from the rugged terrain.

According to a Resources Conservation and Recovery Act study published last December, the contamination in the soil was enough to prohibit home-building, but not enough to stop the city from turning the site into open space.

In other business, both homes and businesses may see a small increase in the cost of trash service.

The council will decide on a recommendation to amend the city's contracts with Blue Barrel Disposal and Burrtec Waste Industries, Inc.

If the request is approved, single-family home trash rates will increase .35 percent; multi-family residential rates will increase .12 percent; and commercial rates will increase .10 percent.

The council is also slated to decide on increasing the city's land donation for the potential site for a new courthouse on Golden Valley Road.

The recommended action is to increase to 7 acres, from 3.5 acres, the land set aside near Fire Station 104, east of the intersection of Golden Valley Road and Centre Pointe Parkway.

The decades-old three-courtroom building at the corner of Valencia Boulevard and Magic Mountain Parkway is in need of upgrades, and $50 million of state bond money has been set aside for a replacement.

The request for more acreage comes after the Administrative Office of the Courts told city officials in April that the new courthouse would need to be expanded at some point from the proposed four courtrooms to a six-courtroom facility.

If a courthouse is built along Golden Valley Road, it will sit next to the valley's newest thoroughfare when the cross-valley connector is complete next year, linking Highway 14 to the Interstate 5/Highway 126 junction.

County Supervisor Michael D. Antonovich has recommended six other potential sites - all of them in unincorporated Santa Clarita Valley - including one parcel adjacent to Pitchess Detention Center.

The Pitchess property is the top priority, said Tony Bell, Antonovich's spokesman.

"It's very accessible," he said. "It is a large area ideal for a courthouse of this size."

The City Council meets at 6 p.m. in the council chambers at City Hall, located at 23920 Valencia Blvd.
