Annexation meeting scheduled

Government: Three Castaic neighborhoods inch toward becoming part of Santa Clarita

Trying to become a part of Santa Clarita has taken years for residents from the Hasley Hills neighborhood in Castaic.

In 2007, little more than 1,000 property owners from the Live Oak, North Bluff, and Hasley Hills neighborhoods signed a petition in support of becoming annexed into the city.

Three years later, little progress has been made.

But on Wednesday, Los Angeles County and Santa Clarita officials will meet for the first time to begin hammering out the details on the proposed annexation.

"It's been a long time coming," said Hasley Hills resident Brian Roney. "It's unbelievable it's taken so long."

While several issues need to be worked out - including drawing boundary lines - one thing that must be decided is how property taxes will be split up between the city and county, said Lari Sheehan, deputy CEO for the county.

"We have to weigh a whole host of issues," Sheehan said. "We have to look at (annexation) from a fiscal standpoint. This is a good-sized annexation."

Tax-sharing agreements have been completed using a standard formula for each of the city's 28 other annexations since incorporation, city spokeswoman Gail Ortiz wrote in an e-mail. However, this is the first time county officials have wanted to negotiate terms of an agreement, she said.

A tax agreement must be approved first by the Los Angeles County Board of Supervisors and Santa Clarita City Council before any annexation can be completed, said Sharon Sorensen, a senior planner with the city.

While officials don't know how long writing an agreement will take, it's likely to take several meetings before issues are worked out between the county and city, Sheehan said.
