While California elected officials wrangle over a state spending plan, residents statewide are due to enjoy a reduced sales tax rate and car registration fees starting on Friday.

“All Californians have good reason to celebrate,” state Board of Equalization member and anti-tax crusader George Runner said in a celebratory news release issued Monday. “A lower sales tax will help our state’s economy and help job creation.”

While there is still time for a budget deal before the state’s new fiscal year begins Friday, it’s already too late to extend the higher sales tax without causing serious confusion, Runner said.

According to a June 6 Board of Equalization letter, the minimum amount of time necessary to notify retailers of a sales tax rate change is 15 days.

Sales tax statewide drops 1 percent starting Friday from 8.25 percent. In Los Angeles County, the rate until Friday is 9.75 percent; it will drop to 8.75 percent.

Some fee-break news was on the horizon for California motorists.

The 2009 increases to the vehicle-use fees also lapse on Friday.
