County planners have approved the building of two swimming pools and a spa as part of a recreation area off Plum Canyon Road northwest of Heller Circle.

The Los Angeles County Department of Regional Planning held a public hearing Tuesday on the request for a recreation center on a lot previously set aside for four single-family lots.

Burbank-based Sikand Engineering Associates submitted the application for a conditional use permit to "combine four single-family lots to be developed as a private recreation area including a pool, spa, restroom, storage building and accessory structures" on the corner of proposed roads Mandel Court and Lanfranca Drive.

Hearing officer Patricia Hachiya approved the permit.
Developers now have the green light to build a 19-foot-high "accessory structure" with restrooms, storage area, and pool equipment storage with shade structures not to exceed nine feet in height.

Plans for the recreation area call for a parking lot with 17 parking spaces, including two ADA-compliant spaces for motorists with disabilities, and for a fence around the area.

The permit also allows for landscaping and "yard modification for over-height walls and fencing."

The center is about a block away from Fire Station 128, which is now under construction.

A center, which is not expected to adversely impact the environment, is part of a larger housing project at the location.

Planners reviewing the permit request Tuesday were given copies of a 1988 environmental assessment prepared for the housing project.
