Should cash or other prizes be awarded on election day to increase voter turnout?

As of right now, it appears 2 people think paying someone to vote is a good idea. Can either of those 2 people explain their rationale?

I just can't imagine how paying someone (through cash or prize, or any incentive) could possibly be a good idea. If you pay someone to vote, I would imagine all we will get is more people voting, who are clueless about the candidates and propositions they are voting for or against. That is the LAST thing I think we need at this point!

The City's Billboard deal is on the November ballot. I will vote for the city's dishonest deal if they pay me $1000.
