Should foster parents expect to adopt a child they are caring for?

when one "Fosters" animals its the same thing, they are going to a new home once they are able to...
Do I feel for this family? of course I do, but you also have to look back on this story of Lexi, If the "Foster" parents would have gave Lexi back when they were ordered to years ago, little Lexi wouldn't have the feelings she has for the foster parents at this time, she would have been young enough not to know the difference. --edited.

You should not expect to adopt but it is also ridiculous to take a child away from Foster Parent's because you are 1/65th of any race. Is that really a good reason to do so. They may have the right to take a child away but should they?
