At what age are children safe playing outside unsupervised in the SCV?

Where's the "It depends on the child" option? How is a blanket statement based on age bands relevant?

And where is the location defined? I would have no problem letting a young child play outside of my house, but I wouldn't let that same child play in other, less safe areas.

Do not let your child ever cross the street unsupervised or supervised at high speed intersections.

I would also encourage your children to never, ever walk on the sidewalks of freeway streets. That is any street with a speed limit 50 or above. There will be deaths from people just walking on the sidewalks of these roads.
